With some German you are already ahead on most tourist coming to Europe. Even most Europeans only speak English when abroad in Europe.
In 9 days you can see a fair bit of country or a tiny bit of three, do not attempt to do more.
If you want the most famous ones, London and Paris, time spread evenly between them.
But if you have been in Germany for months, you might just buy an InterRail pass and start traveling.
Maybe a bit of France, Belgium, Netherlands or Luxembourg.
Or Austria and Switzerland.
Keep to the regular trains and stay overnight where you have to change trains. Taking it slow and just enjoy the smaller towns of Europe.
For certain you can go to England, Ireland and Scotland if you are concerned about the language. Also, the Netherlands everyone in the cities can speak English. Finally, I found Paris is fine for English speaking people also. My suggestion, Amsterdam, Paris and London. Good train connections between these cities and lots to do in each.
People can basically speak English everywhere, and if they don't all you have to do is point. But I would recommend Paris, Rome, and London. London especially if you would prefer english.
