If the atmosphere during incarceration was more conducive to actual rehabilitation,with proper resources alloted to such HERE AT HOME-perhaps,then yes it would have a higher rate of effectiveness.The unfortunate truth is,the more time spent incarcerated,the more hardened and ingrained the lifestyle becomes.You live what you know.A short duration of rehab-programs,classes,check ins etc cannot compensate for a long incarcerations.

I feel it is not very effective, since there are too few parole officers.
