You can learn on either, but acoustic will be cheaper since you don't need to buy an amp. There are also fewer bells and whistles to distract you from the essentials.
If you're totally unenthusiastic about acoustic guitar and only want to play electric, there is no need to start with an acoustic though.

If you are a beginner you should start with acoustic guitar. Once you get comfortable with it buy electric.
You should know acoustic before you try to learn electric!
I would say acoustic, only because they're cheaper and the strings don't hurt your fingers as much. But it doesn't really make much of a difference.
I like acoustic because the strings are bigger and farther apart, but it really depends on your style.
