No you would not be considered an employee. Something must have happened during training that they did not want to continue with your employment so if you don't know what happened I would contact them to find out.
sometimes they do several weeks of training and if you aren't "good enough" they find someone else. It could mean something just went wrong or they didnt think you would suit the role. Happens to a lot of people. Best to phone up and ask what happened.
If he pulled offer of employment, then that means you never accepted the position. And you completed training? That means he got free work outta ya. sue.
