Lib-babe is right. Intel's Core 2 was able to execute more instruction per cycle than previous Core design and combined consecutive instructions together for faster thru-put. Since Core 2 was more efficient, they also lowered the clock speed so it would run cooler. Intel has more specific information on this in a white paper... how the core actually works.
This used to be AMD's advantage until Core 2 came out. The 32nm architecture is available and is the most efficient per watt and soon 22nm architecture will be out.
Dual core, means two cores. Core 2 is a brand meaning it's the next generation of core.... so Intel also had "Core 2 Duo" meaning 2 x Core 2's.

The Intel Core 2 is a bit better at same clock speed due to superior core architecture
