No one voted for it. Bush agreed to it privately. 14 states have resolutions pending opposing it, but Bush is trying pretend there is no real push for this and many still don't believe it (although the SPP is easily searchable, particularly on Canadian websites.)
People in European countries recently voted against the EU Constitution. This caused great dismay in their leaders, who, after a cooling off period made huge changes. The are changing the name of the document to a 'treaty' (this is the huge change) which I believe they hope will not trigger member country referendums as the 'constitution' did.
So the name of the game in these globalization attempts is cutting voters out of the loop.
