Try wearing a red hue for an eyeshadow (burgundy, red if you're daring, peachy if you're pale). It'll really make them pop. Also, depending the event, you could wear a little brown liner (black will be too harsh and take the attention away from you're baby blues).
Ugh don't buy that Almay stuff. You don't make your eyes look blue-er, by applying blue eyeshadow. Go for contrasting colours like gold, purple, pinks, bronzes, or browns.
if you are in a picture have something blue on to corrospond with your eyes.. well since you cant really wear blue everyday i would use a golden eyeshadow to make them pop from the bold color.
use neutral tones with golds and cream colors. Go easy on the eyeliner which can make them dark... also, dont use blue eyeshadow, it wont accentuate the color.

I have blue eyes to and i use natural colors and pinks.
its pretty simple :). the only thing you have to do is get blue contacts for your eyes. good choice by the way, very pretty for an eye color.
