I prefer JCreator for Java and Visual Studio for C++ on my Windows environments, and both are much better than BlueJ and Codewarrior in all of my experience. Oracle has great Java tutorials on their website; Microsoft and CPlusPlus.com have great tutorials for C++. The only way to get better at both language is to practice coding and pushing yourself into more progressively more difficult projects. I started in high school with just the pure basics of C++, wrote a simple text-based Battleship program that same year, did some Java, wrote a Galaga and Space Invader clone after about 2 years of learning that language, and then went back to C++ and now do bug fixes for Chrome and Firefox while developing my own Chrome-based browser that functions similar to RockMelt but gives you more options to connect to.
