Can a Canadian Permanent Resident travel to the US via special permit to attend a conference?
I am required to attend a conference in Minnesota on the 28th and there is no more time to apply for a US visa. It is only 2 hrs away from where I live in Canada.

There is no such thing as a special permit. whether or not you need a visa depends on your nationality. If your home country is on the visa waiver list, you do not need a visa ( but do need to register for ESTA). If your home country is not on that list, you MUST have a visa. See sites below.
