Yes they can but it would be a pretty hefty cost. It would not looks exactly like you flaring your nostrils just because there is other facial muscle involved when you do so and so therefore it would not be the same effect as you flaring your nostrils. Unless you can find some health reason you need it done then your insurance company may pay for it.
