I work for a company that contracts to a third party. My ex partner work here for two years at my current pay rate ($27/hr 40hrs/wk). I have been working at this pay rate for 5 months and was told Thursday that there was and error in my pay. They said my pay rate should be about $4/hr less from the start. There is a new employe/client contract coming up and they are also hiring a new guy. They told the new guy that It was $27/hr 40hrs/wk. So he left his other job for it and now they are telling him not its this about due to an error.

if you have a written employment contract then you take the employer to court, if you just had an offer letter it is meaningless and your only recourse is to quit, the only law that says how much you make is the minimum wage law anything more is between you and the employer.
It depends on how the contract is written. If there is no language that guarantees the pay rate for a specific amount of time, they can change the pay rate as long as they give proper notice and they don't single out anyone. In other words, if everyone is now going to be paid 4 dollars less then they are not discriminating and can do it. If you are not sure, show your contract to a lawyer, but unless the employer is an idiot, they would have already checked that out before they tried to lower anyone's pay rate.
They can change the pay to whatever they want unless you have a written contract for a certain period of time. Either take the pay cut or quit.
You have a contract. It is binding for you and the employer.
