Only if your dog is having an allergic reaction to the medication in the collar. I've never found them effective. I've used Biospot for many years on many dogs and it repels as well as kills fleas, ticks, and also mosquitoes.
Petco and Petsmart carry it and I paid 17.95 for a three month supply, far less than Frontline Plus and much more effective.
If its Hartz, Sargenets, Bob Martin flea collar get it off the dog immediately and wash the dog in shampoo. Hartz, etc products have been known to kill dogs/cats or make them very sick!
I'm not 100% sure, but if I had to guess, then yes. Think about it. If a dog has major fleas, it spends a lot of time and energy scratching. Now that the dog has that extra energy he used for scratching. Bet you can guess what happens then.

Flea collars dont work, take your dog to the vet as they could be having an allergic reaction
