Yes, you can own it, although you wouldn't be able to officially "buy" the currency anywhere besides Cuba as no other country trades with the Cuban peso. If you did "buy" it from somewhere, you'd be getting it from an individual person.
I have about 400 CUP (Cuban peso) and 5 CUC (Cuban convertible peso) that I brought back to the US. When I went to convert them at the airport upon departure, they did not have any other currency (ridiculous!) to exchange them for, so I had no other choice but to bring them back. They make very nice souvenirs!
As for what the previous poster said, there are actually many countries that say it is "illegal" to take their currency abroad, but in theory, no law officials are ever asking to show them what's inside your wallet. You will be fine.
Who wants to own those useless Monopoly bills,most people that i know they just give what ever they have left to family or friends right before they leave the Island.that way you are cleaning your pocket of garbage and helping someone.

You would have to smuggle it out. Not legal to remove from Cuba.
Hard currency transactions are done in US Dollars or Euros.
