Can a US Congressman sit / act on a Presidential advisory board?
In other words, can an active congressman be brought into the "inner circle" of a President to offer advice to the President about situations which the congressman/woman is considered an expert?

Yes, a sitting representative or senator can take a cabinet position. When that happens the Governor of that states select a new representative or senator. It usually doesn''t happen unless all are from the same political party.
