No they cant but that was a good question. (I gave you a star.) What you saw when it was glowing was an exothermic reaction between two chemicals inside the stick. The light it gave off is now gone.
no it won't. It is a chemical reaction. BUt the "The dyes used in glow sticks usually exhibit fluorescence when exposed to ultraviolet radiation. Therefore even a spent glow stick will shine under a black light."
