I am truly wanting to know if Advanced Genetic Engineering can help design a Baby with genes for intelligence and art. Is there research going on this field? Are there any pioneers in this field?

We have the technology.
We do not yet know ALL the consequenses of moving/replacing any given gene,
and until we do, human experimentation would be highly unethical.
Once we do, with a fair amount of certainty, it might even be regarded as a
'natural right' to practice the 'Engineering'.
Who should have more control over genetic material than the one to whom it belongs?
The technology isn't entirely unrealistic.
The ethical issues are the real obstacle here.
At this point in genetic science, it would be difficult to insert and remove specific genes from a zygote (fertilized egg). However, it wouldn't be hard to take a bunch of zygotes, select for the ones that carry desirable genes, and implant only those embryos. I only have an almost-completed bachelor's degree in genetics and I think I could do it pretty easily. However, most people view this as unethical, so it isn't a practice I've heard of.
Getting into my personal views, I think people fear what they don't understand. Until the general public is educated on these basic genetic technologies, it will never become available.
Weeding out the "undesirable genes" is called genetic engineering. It's impossible to perform in humans at the time, when it was tried it resulted in a death of an 18 year old boy.
Scientists are trying to use genetic engineering to prevent diseases by removing the gene strand from the DNA of a fetus.
Many people, including me, considering this to be messing with God's work. It can ultimately lead to the destruction of the human race - the human DNA is so complex that it's impossible for us to fully understand.
