I know it's a weird question to ask but I am curious.
My neighbour has a cute little female collie. My neighbour is an alcoholic she is hardly home and she does not look after her dog. Other people in my neighbourhood give it food. She never brings the dog inside and it's left outside in all kinds of weather.. I would love to bring it into my house but i can't. I notice the dog sometimes lies in the middle of the road..it doesn't do it all the time but the dog does it quite a lot.. I feel so sorry for the dog. What should I do :(

Many dogs love to lie in the middle of the road and it doesn't mean anything other than the dog likes to lie there. IN my neighborhood we have a bassett female that is constantly sleeping in the middle of the road and we all know she will be there so we drive carefully. She's lucky she hasn't been hit.
Dogs are not capable of the kind of thinking that goes into the decision to end your life.
Actually if I saw this, I would get the dog and give it to whatever breed rescue the dog fits...Collie, Border Collie, or Sheltie. Google them, get a phone number and as we say in rescue "get the dog"

I would call animal control and report a dog being neglected. That will start the paper work. They will have to investigate. Every time after that, the dog is loose, call and report this dog. Eventually they will take the dog to the pound. If the owner doesn't claim her, you could adopt her.
add: Oh, no, dogs could never become suicidal. They don't think that way. What they will do, is refuse to eat to the point it is considered 'failure to thrive'. That's when a dog gives up.
dogs do not have that kind of rationale or thought pattern..
they are geared for survival.
she probably lays in the road because she enjoys the warm pavement.. not because she is waiting for a car.
If the dog gets aqeduate food, water, and shelter.. there is no much that can be done. If she is not getting proper food, water or shelter.. report it to animal control.
if she is off her property, you could report her as a dog at large... animal control can pick her up then.

I remember once, back a few years ago, there was this guy living at the third stage of a three story building. So that guy had his cat hanging around near the stairs, he was (the cat) attached to a pole so he couldn't go far. Saldy he slipped and got hanged, died.
No dogs can't be suicidal but I would call the SPCA or your local animal cruelty unit...
This is considered animal cruelty. You must call the police before the dog does indeed die. It is possible the dog is attempting to commit suicide. Please call the animal police so the alcoholic is brought to justice and the dog is given a good owner who can care for the dog. This is extremely important!
I think suicide is exclusive among humans.
You can call a nearby dog shelter and tell them your story they will come get the dog and give it a home with nice people.
