Can I use a Intel processor on a AMD processor?

No, they use different sockets and even if they had the same sockets, they use different chipsets. So no, you cannot.
Back in the day they were compatible, but because the market became so competitive, today you can't. An AMD motherboard can only take an AMD processor, as an Intel motherboard can only take an Intel processor.
If you meant an Intel processor on an AMD motherboard or vice versa, the answer is no
