Actually Bipolar 1 does not always include depression. Bipolar 1 is diagnosed only on the appearance of a full blown manic episode (it has to be full blown and not the milder hypomania). Depression is common with Bipolar 1 but not required for a diagnosis. Someone whi seem to be mildly manic all the time probably has ADHD.. the mania required for Bipolar 1 is quite severe....

While I don't quite understand your question, people can be manic or what is now called Euphoria.
