yes-- i would add eating the right number of calories (for your age and height and activity level and gender) would be benneficial as well. talk to a doctor/nutritionist and they can help you specifically with monitoring it and/or suggestions. also light cardio is a good way to get moving if you want to start exercising too.
but yes you can lose weight. you won't lose it overnight, but it's doable overtime. i always tell people to focus on a healthy diet, that will be sustainable for years, instead of restricting like crazy (which can lead to dieting and losing weight, before putting it on again, and then dieting again and a cycle). but it sounds like you want to do that so props to you.
Work out an hour if not more or so a day, 3 days a week this may be slower, but will keep you from not quitting. You have to give yourself a snack too, healthy snack or else you'll pig out or eat a lot of junk. Portion size, reward snack, lots of water, and yes at least four hours before bed time is when you eat. Good luck, I'm losing 20 pounds. :)
