Cancer re-occurance question (kinda long)?

I'm not sure if anyone's been through this, but here goes:

My soon to be mother in law survived cervical cancer last year. They did the chemo & radiation and said they got it all. Around March of this year, she started complaining of back pain. Long story short, in the past few months, she's lost a lot of weight, has gotten frail and even lost teeth. This is all so confusing, because we think she's hiding things from us that the doctor said. Currently she's in the hospital, and they (finally!) did a biopsy today. This was to determine whether it was a reoccurance of the cervical cancer, or a new cancer. The thing is, we found out that her scan read that she had tumors up and down her spine, and all in her legs. The doctor said if it's the reoccurance, then it will be difficult, and her chances slim. If it's new, he'll try to treat it. The thing is, I've read new cancer never starts in the spine, and why is she losing all the weight and the teeth? Why is one type worse than the other?
