I have been lock out of my personal account and I don't have access to my secondary email and I don't know the answer to my security question because my dad was the one who set up the email but he doesn't remember the answer.

In order to protect your account Yahoo can't reset your password unless we can verify you are the actual account owner.

If you do not have a non-Yahoo! alternate email address, valid mobile number, or cannot verify your security questions you will need to contact Yahoo Customer Care using the following steps
Click one of the links above and then click the "Contact Customer Care" link under the Quick Links section to the right of your screen. This should open the "How can we help you?" form.
"Select your Product" select "Yahoo! Account"
"Select your category" select "Password and sign in"
"Select your sub-category" select "unable to sign in"
Scroll down until you see an envelope that says "Email a Support Agent".
Click on the envelope and fill out the form.
You will need to provide the information requested so that Yahoo can verify you are the actual account owner. The more information you can provide the better. If you can't remember some of the information, put down "I don't remember".

I recommend using a password manager like Keepass or LastPass to create strong unique passwords for the sites you visit. You can also save notes like your secret questions and answers to the password entries. LastPass can automatically log you in to any web site you have stored in its database.
