Auto finance is what I do for a living and normally no taxes and fees are not included.
There ae exceptions when the amount to finance is below the maximum amount the lender has approved for the vehicle in question and the difference is enough to cover the T.T. & L..
Generally it does not. Tag, tax and title fees are the responsibility of the buyer. You can ask about it at the time you apply for the loan, for a new car sometimes the dealer will include it, from a private party generally you pay, and they hand you a clear current signed title and it becomes your responsibility after that.
In fact, more often than not, the bank will only load a percentage of the fair market value of the vehicle you want to buy, and you will have to come up with 20% or so as a down to go with what they loan you.

RE Car Loan includes sales taxes?
When I get approved for a car loan, Is that amount supposed to include tax and title fees? I am buying from a private party.
Get enough money to pay the private party for the car.
Then add the amount of sales tax, title fees, and insurance fee.
If you buy from a private party you won't be paying taxes to the seller. You will be charged sales tax at the DMV when you go to register the vehicle.
It depends on the loan, the age of the vehicle and what % of Loan to Value ratio the lender is willing to accept on the purchase.
you will want to talk about these things with your lender.
