Citibank is an evil, evil, evil institution. I don't even deal with anything involving them.

It's all about money. They will loan to whoever is most likely to accrue the most fees without being a risk at defaulting on a loan. It's a numbers game. They want you to run up debt, rack up late fees, and pay them. Wash, rinse, repeat.

Then if you don't pay them, they harass you until you do. It's part of the game.
