I'm a Civ fanatic and I think if you are just starting out go with Civ Rev.
People tend to dive into Civ not really knowing just how deep the gameplay is. It can be fun for a novice, but any expert will tell you that it can take years to master. With Civ Rev, you have a game that is marketed towards gamers that have rarely if ever encountered the franchise. I prefer Civ 4 for serious gameplay, but if I'm just ******* off with my friends I play Civ Rev.
You get several scenarios with Civ Rev, but none have been anounced as expansion DLC just yet (aside from the "games of the week"). I would bet anything that such DLC is on the way. Afterall, this is the first Civ I have ever seen (I've owned every single on and their expansions and spin-offs) that hasn't featured the "play on Earth" option. I can't imagine that it won't be available for download in the future.
