my guess is that you have a 1988 (undated) 50th Anniversary Nationalization of Oil Industry 5000 peso coin. This coin has been demonetized, so you can't exchange it. Best bet would be to sell it to a coin dealer. He would sell it to you for between US$5 and $10, so you would be lucky to get three bucks for it. As a rule, coins cannot be bought or sold outside their country of issue; banks don't deal with them.
