I tried using "erase all content and settings" but i keep getting stuck in a loading circle for hours and I'm forced to restart my phone to get out of it. i tried to restore my phone with the same iOS 6.1.2 but i get this message "The Device isn't eligible for request build". So I've done what others have by erasing gs.apple.com from the "host" file but i still get the same message. By the way my phone is jailbroken. i heard of semi-restore but i heard negative feedback about that so i don't want to try that. i've also tried tiny umbrella and still not luck. is there anymore tricks i can try?
Update:i tried using the DFU mode but i still end up getting the same message.

Alright so it sounds like your are running into multiple conflicts, I had something like this happen to me although it was slightly different but this is what I did to change it and try to fix it.
1.Reset your IPhone
a. This may take a while but it will allow for a better restoring process.
2. Once it is reset un-Jailbreak your IPhone or remove it from your device.
a. Again this may take a while but it should work.
3. Reset your phone again
a. This is just so the coding doesn't mix up
4. Upgrade or downgrade to what you want.
a. This is just restoring your device.
If this doesn't work try it in this order
2.
1.
3.
4.
And if this doesn't work contact your local Apple store or just drive there.
- I would recommend driving there as it is much easier.
IMPORTANT
Simply put your phone in DFU mode it will opt to restore and completely restore your iPhone to factory settings. You'll connect to your computer after you've put your phone In DFU mode and you're all set.

This could possible be right unless your coding is messed up due to JailBreaking or if you have a virus.
Hope this helps, Christian.
DFU MODE
Hold the power and home button for ten seconds while your device is powered off and connected to iTunes, then let go of the power button and keep holding the home button until iTunes says "This device must be restored in order to operate."
