You need to reinstall your browser. If you don't have a copy of the executable, use a friends computer to get one via the Internet and copy to a CD.

Then go to your computer control panel and uninstall (remove) your browser. Use the CD to reinstall the browser.

If you're not using Firefox, you could also download that from Mozilla.com using your friend's computer, copy to CD and try that browser.

goto add and remove programs in control panel and click to un-install it a box should open up with an option to repair it you need to do that
