I am looking for some short (1 - 4 months) and effective course of English. It should be beginner(beginner+) level for good price.

Update:I don't have apartment yet, but probably I will stay somewhere close (1/2 hour) to USC (but not very close to USC, I have learnt that it is not very nice area there).

You'd want to find a school near your apartment as commuting here, especially if you don't have a car, is slow. So first the apartment, then the school.
The least expensive lessons are through community colleges, and at some CC's they are free. However, I think the lessons might move too slow for your level.
Another option is to get private tutoring. While it may (or may not) be more expensive per hour than lessons, you will likely get a lot more out of it as they will be able to personalize it to your level and the specific things you want help with. Also, it would be good to find a tutor who speaks your language. There is private tutoring available at tutoring and language lesson facilities and schools, but the most economical way is usually finding a student to tutor you. Many students tutor, you should be able to find a tutor in your budget especially when considering how much more quickly you're likely to learn compared to a classroom setting. When you're ready, ask at USC, see if there are places where students post ads. Also, depending on where you live, there may be a nearby college or community college where you can find an English tutor. You can ask in the student employment office or contact the English or your language department and ask.

Los Angeles is very large. You don't mention where you are staying, but there are two very good programs on the west side. One is through UCLA, the other through Kaplan:

Many community colleges offer free english courses for foreigners.
Cerritos College has helped my friend from Korea learn English quite fluently in just 2 semesters. You should start looking there, as it is pretty close to your location.
