Can someone help me out without writing the entire essay out for me?

Here's what my prof emailed me:

Your Topic - Identify measures which are taken to protect remanded juveniles in county correctional facilities. What actions by a juvenile will warrant his/her movement to an adult facility? What ORS law pertain to remanded juveniles, what is the intent of the law, how is it implemented by local agencies? I suggest that you review the ORS, and interview a local county corrections official.
