You can walk through and look all you want but you cannot play unless you are age 18 or above. That's the rule on Carnival and all cruise ships. If a parent or friend who is of age sits to play you cannot sit with them.
I was on carnival glory last summer...and actually my cruise was filled with young people between the ages of 16-22. I was 17 at the time and i would go into the casino and i never got carded but i never actually played, i was just in there with my older sister. I think that if you look even on the verge of 18 and you sit down to play they will card you. They do card everyone at the club though.

The pathway is kind of large so if you're underage and stay on the pathway you'll be fine.
The age limit is 18 and I didnt see many minors at my cruise. Ill guess theyre free to walk in the casino but I bet my two cents on that the dealers would stop any from playing, at leas without an parent or guardian present. It could be so that theyre stricter the later on the evening there is but thats only a guess. Johan
They don't ID you to enter the casino, but your card must be used. If they scan your card to see that you're not old enough to be in the casino, then obviously you're not going to be allowed in.
If your under 18 you can enter the casino with an adult but can't play.. and I wouldnt play.. If you win big they won't pay you and have plenty of cameras to see if it was you or a parent playing.
A few years ago my nephew was carded when he was trying to get into the casino and order alcohol on RCL - he had just turned 18. He was allowed to do both, although I seem to remember my sister had to authorise the alcohol purchases on his roomkey/payment card.
You could try to sneak in, but there are usually guards at the entrances that ask for ID. On the Royal Carribean, you have to be at least 18 years of age.

Just off Freedom Of The Sea there where signs at the door that said 18. I saw many minors walking thur.
You have to be 18. Being in international waters does not mean anything. The rules are 18 for gambling, 21 for drinking.
