As long as they are not made from the hairs or fibers of any endangered species, you should be okay.
Most Customs officers will not accept them but will let them pass to you.

The only concern is what they are made from.There are some concerns with REAL human hair wigs.

There is DUTY of about 15% on this. You also pay the sales tax where it enters Canada (GST +PST or HST)
