Hola! The Los Cabos area is really actually quite navigatable without a car.
Depending on where you are staying (I'm assuming somewhere in San Jose del Cabo) because you said you are about 20-30 minutes from CSL.
First, did you check with your hotel to see if they offer shuttle service to CSL?
Your most economical option is the buses that go along the cooridor all day long. The bus stops are easy to see on the highway and they will drop you where ever you want, or go right into downtown cabo. They don't run late at night -- so bad if you want to club hop. I think the fare is about $1.50 each way.
Then there are the shuttle buses...look like greyhounds. They are a little more expensive but more comfortable...often asking for $10 plus for a ride.
Taxivan shuttles are your next option, and they charge about $25 plus to travel with a group to CSL. They are usually airconditioned and comfortable. You would need to call via your hotel. Then there are the taxis. They will charge $50 plus. Ridiculous!
You really don't need a car in Cabo, everything is walking distance in SJD as well. But you if you want the freedom to come and go out of CSL and SJD often, or check out the snorkeling beaches or sightsee up and down the cooridor, then rent a car.
