Interesting question. Carbon dioxide freezes direct from the gas at -78 deg c; and the coldest temperature recorded in Antarctica was -89. I think however, that the vapour pressure in the atmosphere would be too low (carbon dioxide is only 0.003% of the atmosphere). But then again, there is carbon dioxide snow on Mars...

Never researched this but it seems CO2 must freeze out of the atmosphere at Vostok. How about asking NOAA? Maybe the guys at Volstok have a web site.
