You should call your local costco and ask them. Actually, costco has been kind of wavering on accepting EBT or food stamps. They didn't use to accept them, but now they are starting to. Here in Seattle, they will take them, and the guy I talked to said they take them in all states - but then some other guy came out and said that's not true. (That conversation was here on Y/A, and the second guy claimed to be a costco employee). So yeah, the best way to go is to call and ask.
