I can't afford to have people do it for me and I don't have anyone from family or friends that can do this either for me, so in short, this is my first time.
I just want to add an outlet for a wall mount t.v. but here's my questions.
How do I determine if I can even HAVE an outlet there? or how I can have one, anywhere? How do I find the electrical wires, there?
Meaning, are there certain places I can have outlets, or can I put them anywhere? (On the wall I am wanting to do this with, there IS an outlet, but its very low to the ground.)
How do I know if I can have a plug-in there?
I have watched videos and what not on how to clock-wise loop the wires, and their locations properly.
They either explained it in a way I didn't quite understand, and I missed the answer to my question, or they didn't explain it at all.
So can someone tell me how I can determine WHERE and if I CAN put an outlet in?

First of all, the location where you you want to put the outlet should be no problem. I emphasize the word "should". Without seeing it, there is no way to give you an absolute answer.
Second, if you learned all you know about electricity from DIY shows, STOP!. There is much more to know than you could possibly learn from TV. If you don't have the money to hire an electrician now, save up and have it done professionally. One bad connection could be devastating. Ask around and see if any of your friends, neighbors, etc., know an electrician who would be willing to do this on the side, Hope this helps.
the other answer is a good answer. the only thing i would ad is there are people that are quite handy and can get correct information [concept] of doing a small job like this from reading or online instructional video. having said that, if you have "no" background skills in construction, electrical and other type of home improvement projects, best not to take on an electrical job for a starting project. This is a simple job for someone with experience.
You might use a surge strip and mount it on the wall in desired location. If that is not the look you want, you will have to add a receptacle box where desired. Like the other answer, without more info, exact yes or no is with held. Pretty easy to install electrical outlet directly above, but higher, than the existing one.
Ma;am, in all kindness, for your own safety, ... use an extension cord.
