My advice, though, is to help the students to brainstorm ideas of what to do, have the students work together to write the script, then make minor adjustments to make the flow better. This has always been the best way I have done to put on a performance. The students won't sit there and say, "This is stupid" because they wrote it. They will get more interested in it. They will also learn what it takes to put on a show, which should be your main objective anyway in these activities.
I seriously doubt that the school will allow the children out of class for ice cream, puppets and religious indoctrination. If they do, the Atheist parents will have the basis for a killer lawsuit against the school. I believe that religion should be taught in the homes and churches of the students. And I don't think the school is legally allowed to let you use their gym during school hours for this purpose. You might want to check with an Attorney on this one. And the school defiantly should! Don't get me wrong...I am a Christian and believe in spreading the Good News as much as anyone else. I just do not think this is the way to do it.
Do one on being a good friend. Have the puppets have some sort of squabble, then have them solve the problem. Its good because you can throw humor in it, but the kids will all be able to relate to a time a friend did something they didn't like, and it will give the the words to deal with it next time.

I would take a look at Steve Petruzzella's shows on youtube. Here is a link to his profile:
Don't steal his work, but go there and get some inspiration. He's a great friend and one of the most talented ventriloquists I have seen:
