Employer won't pay?

A few days ago my boyfriend got hired and started working at a small mechanic shop here in Houston Texas. The owner of the shop told my boyfriend he would try him out for a week before deciding whether or not to keep him permanently. Well the owner never had my boyfriend fill out any paper work despite my boyfriend asking him to let him fill something out. Well yesterday the owner told my boyfriend he wanted him to work mon-sat 8am-8pm no breaks and that he was only going to pay him $300 a week. Which would mean my boyfriend would be getting paid about $4.50 per hour and the state of Texas requires that all workers make $7.25 per hour unless they are making tips to counter balance their pay. Well he wasn't going to be making tips therefore he asked the owner to either raise his pay or cut his hours so everything would balance out. The owner immediately refused stating "his shop his rules" and he then went on to fire my boyfriend claiming he didn't want someone who didn't trust him working there. My boyfriend is not an untrustworthy person, he just wanted to ensure he was making what the law demands. If anyone knows the correct authorities to alert or anything else we can do we would greatly appreciate it! We are just worried there's nothing we can do since my boyfriend filled out no paperwork and was not allowed to punch in or out. He has however personally kept track of the days and hours he worked and the shop does have security cameras. And he might also be able to get a coworker who is also being underpaid to testify on his behave.
