Yes you can most certainly buy a fish eye lens for it, but nothing about DSLRs is cheap.
Go to the Canon website and have a look around. You'll see all the cameras and the available lenses.
Don't forget that you'd also need a bunch of other gear that you're not even thinking about at present.
Buying a camera with a kit lens is usually the best deal, body only is something you buy when you already have lenses and you're upgrading the body.
These cameras can be purchased in kits or just the camera body itself. I've never seen a kit with a fish eye lens included. Unless you really like the lens that comes in the kit, just buy the camera body and get the lenses you really want.

Normally, it is cheaper to buy the body and lens as a kit than to buy them separately.
