I just started working out 3 weeks ago, and before this i dont really do much exercise - practically non existnt
For the past 3 weeks, i exercise 3-5 times a week, and takes about 2-3 hours in the morning and another 2-3 hours in the afternoon. I cycle, run, jog, brisk walk, aerobics, kickboxing aero and even some weight lifting.
Furthermore, my diet also change. From eating lots of carbs and fats to now eating low carbs, high protein and low fat diet.
IM suppose to have my period around 13/14 th July, but today is the 23rd July, and still no sign of mensus.
before the past 3 weeks (exercise), i usually have regular menstrual cycle.
Could exercise affect my menstural cycle? and if so, what should i do to have my period? less exercise? change diet again?

I dont think its particularly the exercise but more of the overall change in your lifestyle. The exercise plus the diet, it sounds like a huge change. Your body will need to adjust but should get back to normal in no time. Diet and exercise is a great thing for you so it should help you in the end.
Exercise/diet (especially a sudden change) can affect the menstrual cycle and the ability to carry a child. It's nature's way of recognizing that your body is working "too hard" and not "eating enough," which leads it to believe that the conditions around you are not adequate for raising a child, so it does whatever it can to prevent you from getting pregnant. This was effective back when we were hunter-gatherers or when food was scarce and labor was aplenty, but in this day and age it isn't as important.
After I started exercising almost everyday, my period came on time almost every month. I use to be very irregular, and then it helped it equal out. When I use to be a competitive swimmer, because I was straining all my muscles, and working out non-stop it my period would skip a month, sometimes two or more months. It really just depends on what type of exercising you're doing, you know?
Exercise and rapid weight loss can cause you to miss your period. You should probably check with your OBGYN though because other factors can cause it as well. If you are missing your period because of too much exercise try cutting back a little.
