Adjust the signs of the middle term:
a^2(y-3) - a(y-3) + 7(y-3)
Factor out the common factor:
(y - 3) (a^2 - a + 7)
The quadratic remaining in parentheses doesn't factor any farther in real or rational numbers, so presumably you're finished.
