if i take courses from two different colleges (both are under the same school district) can i receive financial aid from both colleges, but have only one college make the payment for all the units taken from both colleges?
and would it apply for the summer semester too?

NO, you can not receive Fin Aid at 2 different schools at the same time
I have never heard of schools that would allow you to do it the way you are speaking of... but, you could ask your Fin Aid office to find out that school's answer
normally, there isn't any extra Fin Aid for summer.... some schools will hold back a small amount of loan money, but if you are at a school that does not, then you would need to have Fin Aid held back.... so, if you plan to go to summer classes and you didn't leave left-over Fin Aid in place to pay the tuition, fees & books... then you will find yourself paying out-of-pocket
In the US, federal aid does not cover any summer semesters until after your freshman year.
The financial aid will be given to the school you are attending, so if you're part time at a community but admitted to a four year, or whatever the situation- the money is given to the school you tell them to give it to. If both schools are offering you a personal scholarship, than yes, you can get payments from both schools. However, usually, federal aid goes to the school you're taking more classes in.
