I'm having a headache/migraine/sinusitis (im not sure which) the right side near my temple, my forehead, eyebrows , and just recently my eyes started hurting but um..i was wondering is it better to use a hot or cold compress?Is there a general rule when to to use either?

You have a sinus infection, and hot cloths will do you more good that cold. Just take a wash cloth, soak it with hot water, ring it out and lay it across the forehead. You may have to do this a few times to feel relief. But the best way to open your sinus and help them drain is put on a pan of water, add salt to it, stir and boil the water. After it boils for a few moments, turn off the heat, lean forward and inhale the stem through your nostrils deeply, straighten up and exhale, then lean back down and keep repeating the inhaling, then exhaling. If you exhale by the pan, the stem will blow in all directions, then you have to wait until it gathers again. Before you know it, you'll be blowing your nose and a lot of mucus will come out. Take some tissues with you when you are doing this because you will need them. When I have that, I rub some Mineral Ice across my forehead, down along the temples and under the nostrils before going to sleep. When you take a hot shower in the morning, you'll be blowing then also. Some people have sensitive skin and the mineral ice irritates their skin. Good luck to you sir, hope things open up for you.
Hot will clear out your sinuses, cold will stop swelling and/or reduce blood flow.
If there is swelling, start with cold for 20 minutes.
If your sinuses are stopped up, start with hot.
