The Sandia CR-5 reactor can do so by heating a cobalt oxide disc till an oxygen atom is given off, cooling the disc as it rotates from the heat source and exposing CO2 or H2O to it stripping an oxygen atom from the CO2 or H2O leaving CO and H2 gases which when combined under certain pressures and temperatures with a catalyst will self assemble under Fischer Tropsch synthesis into linear hydrocarbons such as gasoline and diesel.
The CR-5 did this with a solar furnace but electric powered heat would work too.
