I believe you are referring to 200mW? You should consider not only power but the color as well. Green is usually the brightest of all laser colors. A 200mW green laser is very very bright and can be visible in darkness for many miles. I'm not sure of the exact distance but it would exceed the distance of your vision.
A 200mW red laser would not be as bright, probably not even half as bright as the green lasers. The beam will still be visible in darkness. The distance will also exceed the vision of your eyes.
You probably will not find a portable laser in blue. IF you do, it will be very expensive.
