That action has been grouchy and fading in and out---mostly out. You can try to RE-enable it and see if that helps.
Mail page>>options (top right corner)>>scroll to and click "general preferences". Then scroll down to "Auto Complete" (near the bottom) and check the bubble button----"use address auto complete"----then click save".
