Paypal has three types of accounts, but since it sounds like you are planning on being a buyer, you can open a personal account. You need a bank account. Paypal makes a couple of small deposits (<$2) to your account to verify that it exists. And if I remember correctly, they mail something to your mailing address to verify that you actually receive mail there. These tests take up to a week and then you can start using paypal. They will limit the amount you can pay per month unless you register a credit card with paypal.

Paypal almost forces sellers to mail merchandise to your "verified" mailing address so choose carefully.

I have been on line at Ebay four yrs and I only pay by money order . It costs$5.OO to send out + postage. If I had a paypal account I woulld be broke as I would buy I things I want .

One day I will start to sell. Then I can buy again . In the mean time once a week. But no sell.

you register and then they will put two small deposits into your bank account.. and you have to know the amounts of these deposits to finish the registration before you can use the account
