If you reformat everything will be "gone" and like new, but data can still be recovered. If you are selling your computer it would be wise to wipe the information permanently.
I recommend DBAN. Darik's Boot and Nuke ("DBAN") is a self-contained boot disk that securely wipes the hard disks of most computers. DBAN will automatically and completely delete the contents of any hard disk that it can detect, which makes it an appropriate utility for bulk or emergency data destruction.
Please note: It is possible (though extremely unlikely) to recover data even if it has been erased and written over many times. The only true way to ensure data is never recovered is to physically destroy the drive.
The best way to accomplish what you want, as long as you have the original disks that came with the computer is to reformat the hard disk and re-install the Operating system and software that came with the computer. Be sure to reinstall all the Microsoft updates and patches again once you are done so the computer has some protection from viruses etc on it.
You should have gotten a Windows Cd with your computer from dell and also a drivers cd. Put in the Windows cd and at the dell screen press f12. This will bring you to a boot menu. Choose Cd-rom from that menu. This will take you through the process of reinstalling windows. Make sure you format the drive when you come to that option(or replace the hard drive with a new one for 100% security). After windows has installed. Insert the dell resource cd and install. After that has installed it should come up with a list of hardware that is installed on your pc(the ones with checks beside them). Install each one and you have a new pc. Optionally you can install all the other software cds that came with your dell ;)
If you want to delete all your files without deleting the operating system then format your hard drive and reinstall windows xp with the disk that might come with it but it might not have SP3.
I you want to delete everything on the PC even the OS then format it but tell the buyers it has nothing on it not even the OS.
Restore your computer to factory settings (if you have a restore cd or restore partition - To restore from a partition after turning on computer, hit F11 or CTRL+F11 and walk through the process) OR Reinstall Windows.. http://www.cyberwalker.com/topic/36
