what you need to do is beat diamond, and the elite four. then you have access to the migration area,(look at the lower left hand corner of you map) when you get there, have emerald in the ds at the same time. save and turn off the game. turn it back on and when at the pokemon diamond menu, select migrate pokemon from emerald, and choose 6 pokemon that you want to migrate(be cautious that you cant trade them back to emerald) then turn on diamond and talk to the guy at the counter to recapture the migrated pokemon. there is a 100% chance of catching them so dont worry. once you have them, there yours.

You'll then be allowed to migrate six Pokemon to your Diamond. This can only be done once every 24 hours. Also, Pokemon you migrate CANNOT be returned to the GBA Pokemon game.
Once you've obtained the National Dex, i.e. seen all the pokemon in the original pokedex, you have to talk to Professor Rowan and then go to the end of the route going down from Sandgem town, where you reach the Pal Park. Professor Oak will talk to you and then you find out you can migrate pokemon from other games. You can then on fly directly to the Pal Park.
