When you have a multiple core CPU at 2.4Ghz, the fastest it will process anything would be 2.4ghz.
But, since you have multiple cores you can run multiple applications without having to wait for the CPU to become free to process it.
Think of it this way, you are moving to a new house 4 miles away. It takes you 20 minutes to drive to this new house.
With a single core CPU, it is like you are driving one moving van to carry your stuff to the new house.
With a Quad Core CPU, it is like you have 4 moving vans to carry your stuff.
It still takes each van 20 minutes to get to the new house, but you can move 4 loads at once.
